Police are investigating this video posted to Facebook that shows a small dog being dragged behind a Bird scooter in the area of A and 20th streets in downtown Bakersfield. The video was captured by onlookers who also tried to confront the woman when stopped and picked up the dog whose paws were bloodied. There are few details and BPD has not issued a statement at this time.
