Second-degree murder and gross vehicular manslaughter charges have been filed in a fatal DUI crash.18-year-old Richard Prosser, Jr. is accused of being drunk before the June 10th accident on Noriega Road in northwest Bakersfield that killed Krystul Hazelwood. Her family says the 19-year-old victim was his girlfriend.
