A bill now awaiting Gov. Brown’s signature would require environmental justice be considered.The requirement would be in place when cities and counties develop their general plans. Seven issues such as housing, conservation, noise and open space must be considered for general plans under current law. Opponents say the concept of environmental justice is too vague.
