The woman hit by a car while crossing 18th and Cedar Streets in downtown Bakersfield has been identified as a local resident. 61-year-old Pamela Mingus was in the crosswalk Sunday at 1:00 PM when she was run over, and later died at Kern Medical. Police say driver impairment or excessive speed don’t appear to be factors in the accident. The driver did not stop at first, but parked down the street and returned to meet officers.
