The City of Bakersfield is preparing new restrictions on hookah lounges. The Legislative and Litigation Committee approved the changes Monday to require the crime-plagued hookah lounges to get cabaret licenses, the same as night clubs. That means no one under 21 would be allowed and there would be a specific closing time when everyone would have to leave the property, the ordinance next moves to the full council later this month.
