A 22-year-old man has been arrested for annoying children on Wilson Road near Castle Elementary School.The school is in southwest Bakersfield and police say Victor Diaz approached several children on their way to school Monday and Tuesday mornings. BPD would not describe the nature of the behavior saying it could affect the investigation in case any more victims come forward.
