The State Supreme Court has halted implementation of Proposition 66.Prop 66 is the voter-approved measure intended to speed up the death penalty process. Tuesday’s injunction is to allow time for a lawsuit against it to be considered, something supporters say is frivolous and has no basis in any legal issue. The measure passed in Kern County with 56 percent approval.
