The king of the ribbon-cutters has made his last slice.There was a special ribbon-cutting ceremony for the newly refurbished gymnasium at the Martin Luther King, Jr. Community Center on Owens Street in east Bakersfield. Friday afternoon’s event was the final ribbon-cutting by Mayor Harvey Hall as he completes sixteen years in office. Hall says it has been among his favorite duties.
