The man charged in the death of an 8-month-old Tehachapi boy is being held on $2 million bail. 20-year-old Tobin Phillips did not enter a plea Thursday for the death in a Cherry Lane Apartment on Monday. Phillips returns to court January 12th, he also facing charges in Washington state for injuring his own newborn daughter.
