DROUGHT DOWNGRADED

Kern County’s drought condition has been improved by the California Drought Monitor to “severe.” Thursday’s assessment follows storms that brought heavy rain and snow. The county had been in extreme condition before that, and spent much of last year in the top level “exceptional drought” designation. A small portion of the southwest county is in extreme drought, but even that’s an improvement. Northern California is no longer in drought at all.
