A missing flood sign is being partially blamed for a crash that seriously injured a driver.The crash also damaged a pair of bridge supports. 20-year-old Jesus Quiroz hit a flooded part of Edison Highway at Fairfax Road in east Bakersfield Saturday, then slammed into the overpass and was ejected from the vehicle. The CHP says he was going too fast, but someone had removed the flood signs.
