Bakersfield Assemblyman Rudy Salas has advanced a bill that would improve the pumping capacity along the Kern-Friant Canal.The improvements would lessen dependence on ground water. Assembly Bill 176 passed it’s first committee test Tuesday with unanimous support. The $7 million plan next heads to the Assembly Appropriations Committee, likely in April.
