POVERTY STUDY LOOKS AT KERN COUNTY KIDS

The author of a new child poverty study thinks we are attacking the problem the wrong way.

Caroline Danielson says social programs that work in one part of Kern County might not in another, but giving everyone access to vouchers to pay for their utilities could be a step in the right direction.
