Caltrans is closing lanes on Highway 99 in Bakersfield Thursday for litter and graffiti clean-up.

The right-hand, southbound lane from Belle Terrace to Planz Road will be blocked off from 7:00 AM until 3:00 PM. The eastbound on-ramps for Panama and White lanes onto northbound 99 will also be closed.
