A substitute teacher at Foothill High School in east Bakersfield has been arrested on charges of annoying a child.The charge is for allegedly making inappropriate sexual comments on more than one occasion. Kwang Woo Chung was issued a misdemeanor citation Wednesday. The incidents were reported in March to law enforcement and the state credential authority by the Kern High School District.
