Supervisors have set a hearing for an ordinance to regulate massage parlors in county areas like Oildale, where illicit operators have set up shop after being booted out of Bakersfield. Norris Road businessman Christopher Vaughn says there’s clear evidence of prostitution and human trafficking at a shop next door, and he knows people are packed into apartments to supply customers. The ordinance requires massage operators to have a state license, pass a background check and be subject to inspections, the hearing is August 22nd.
