A Union Avenue housing development for formerly homeless, disabled individuals has had its grand re-opening. Kern County Housing Authority Executive Director Stephen Pelz says his agency recently began managing Green Gardens. The 102-unit complex began operating in the late 1990s as an affordable place to live for the mentally challenged who needed rental assistance.
