A 23-year-old man has been sentenced to nine years and four months in prison for strangling another man on Bianchi Way in south Bakersfield. Ethan Wiley pleaded no contest last month to voluntary manslaughter for the death of 53-year-old Terrance Tsitakis in 2013.
