Kern County is defending its ambulance contracts in a state hearing. The Bakersfield Californian reports the California Emergency Medical Services Authority argued exclusive operating rights have been improperly handed out to companies like Hall Ambulance, which has also been under fire for delayed response times last year, the county says there are no clear rules around when areas are exempt from the competitive bidding process.
