A suicidal man is safe after he got outside the fence on the White Lane overpass over the 99 freeway. Bakersfield Police Sgt. Brian Holcombe says 50-year-old Frank Ruelas was rescued and arrested about 2:30 Thursday afternoon. The CHP closed the freeway both directions for almost four hours.
