A sting operation by the Contractors State License Board in Bakersfield has netted 14 people for offering services without a license, including three men, Kenneth Shehee, Daniel Cerna, and David Wiggins, who’ve been caught before.

Investigators requested bids to lay tile, paint the house and install a gate and were quoted more than $500 limit that unlicensed contractors are allowed.
