Republican Congressman David Valadao, who represents part of Bakersfield, has conceded to Democrat TJ Cox a month after the election. Thousands of provisional ballots from Kern County that were verified weeks after the contest helped chip away at Valadao’s lead on election night. Cox won by just 862 votes.

His victory gives Democrats all seven seats they had targeted in California this election cycle.
