A 60-year-old parolee with a history of sex offenses has been arrested after a standoff with SWAT deputies in Oildale. They got reports Monday of a man who was exposing himself on McCord Avenue near North Chester, and say Robert Hail was holding a knife to his own throat. He surrendered when he was pepper sprayed.
