Bakersfield State Senator Shannon Grove has introduced a bill that will help law enforcement agencies combat agricultural theft. Senate Bill 224 will also authorize fines that can be recirculated into rural-based crime prevention programs. Grove says consumers end up paying more out of their pockets when thieves steal from farmers.
