The man who was killed by a car on Haley Street near Bakersfield College was 18-year-old Jason Quinn Kelly. Officers say he was walking in the street at 8:50 Tuesday night when he was hit and that the driver is cooperating. Alcohol, drugs and speeding are not suspected.
