The Bakersfield Planning Commission has approved blueprints for the Artisan Square shopping center on the city’s upscale northwest side.

Thursday’s unanimous vote came after residents near the development at Brimhall and Allen roads told the commission that they were concerned about noise, safety, and possible businesses in the complex.
