A man accused of setting a fire at a vacant two-story apartment building that spread to an occupied four-plex in east Bakersfield has pleaded not guilty to arson charges.

Prosecutors say Rudy Bribiesca lit the fire on Quincy and Owens streets Friday night. 26 people in the neighboring building were displaced.
