The family of a 13-year-old boy who died during gym at Cecil Avenue Middle School has filed a civil suit against the state, Kern County and the Delano Union School District.

They say Jose Beltran failed to receive prompt medical attention when he collapsed in January because the 911 call was routed through Canada.
