The man who was struck and killed by a vehicle as he walked on the 99 Freeway in Delano is identified as 27-year-old Jesus Garcia of Bakersfield. That was around 5:30 Sunday morning on northbound 99, just south of Woollomes Avenue. It’s not clear why Garcia was on the freeway, but the lanes were shut down for several hours during the investigation.
