The man who was struck and killed by a vehicle as he walked on the 99 Freeway in Delano is identified as 27-year-old Jesus Garcia of Bakersfield. That was around 5:30 Sunday morning on northbound 99, just south of Woollomes Avenue. It’s not clear why Garcia was on the freeway.
