Prosecutors in California are ready to make their case against an admitted hit man for Mexican drug cartels who claims to have killed dozens of people in the U.S., including here in Kern County. The Tulare County DA’s Office has charged Jose Manuel Martinez with gunning down nine people. He was arrested in 2013 after crossing the border from Mexico to Arizona.
