Kern County sheriffs have arrested a man on suspicion of first degree murder near Casa Loma Elementary School in southeast Bakersfield. Sheriffs say Guadalupe Ruiz fought another person on the 1500 block of south Union Avenue last November, who later died of those injuries. Another suspect, Quinton James, was booked on the same charge Tuesday.
