Bakersfield Assemblywoman Shannon Grove will be presenting a bill to the Public Safety Committee Tuesday that would make it easier for police to arrest someone who solicits sex with a minor.

Grove said she came up with the bill at the request of Bakersfield police who complained they could only make an arrest if there is a witness to the solicitation. Grove’s bill would allow for probable cause to believe the crime has been committed.
