The Department of Human Services has raised a flag outside its Bakersfield headquarters to honor children lost to violence. The DHS is joining organizations across the country in flying a special blue and red banner to mark the end of Child Abuse Prevention Month. Thirty-two children have died from child abuse in Kern County in the last ten years including two babies in 2015.
