The final environmental impact report for the 24th Street widening project has been certified by the Bakersfield City Council. The approval came after being delayed from a previous meeting but not before another lengthy presentation by the one member who has campaigned against the plan. Councilman Terry Maxwell maintained Wednesday night his belief the plans don’t consider alternatives adequately enough to prevent a lawsuit.
