Another death penalty initiative has qualified for the November ballot.The latest ballot addition is on the opposite side of an earlier qualifying measure. The Secretary of State said Friday that a repeal of the death penalty has enough signatures for a vote as did an initiative that would speed up the process of executions. If both pass, the one with the most votes will be enacted.
