The Bakersfield City School District has a new director of curriculum and instruction. Rachelle Montoya was announced Tuesday to replace Mark Luque who was recently promoted to assistant superintendent. Montoya is advancing from the job as Pauly Elementary School principal, which is where she began her career as a teacher in 1997.
