The Public Utilities Commission will hold two open hearings Monday on a proposed rate hike by Pacific Gas and Electric. The first session is at 1:00p.m. in the City Council Chambers downtown; the second is at 6:00p.m. PG&E rates would go up about $3 a month next year if the increase is approved.
