The man run over at the Tower Motel on North Chester Avenue has been identified.The coroner identified the victim as 41-year-old Shawn Bivins of Bakersfield. He died Sunday afternoon when police say he got into an argument with 23-year-old Frank Hillman who then ran him down. The suspect was in court Tuesday but did not enter a plea to first-degree murder and is being held on $1 million bail. He will be arraigned on August 16th.
