A teenaged DUI suspect pleaded not guilty and faces a stiff bail.18-year-old Richard Prosser, Jr. has been arraigned on felony counts stemming from a suspected DUI accident in June that killed his girlfriend, Krystul Hazelwood. Bail was set at $1.25 million after it had initially been $130 thousand following his arrest. Defense attorney Kyle Humphrey said Friday that the courts and the public treat DUI fatalities differently than other alleged crimes involving a death. He said such a high bail is punitive since the suspect is not a flight risk and is akin to a conviction without a trial. Hazelwood died in the crash on Noriega Road in northwest Bakersfield and Prosser is due back in court September 27th.
