The state’s non-partisan legislative analyst is saying California should have a $2.8 Billion budget surplus next year. Mac Taylor announced his findings Wednesday indicating the state should be able to withstand a mild recession without significant budget cuts. The report takes into account fiscal impacts of newly passed ballot measures.
