The Downtown Business Association in Bakersfield expects to have an improvement district going next year. Chairman Kevin Bartl said at their Empowerment Breakfast Wednesday that they’ve been reaching out to skeptics of the project for months.

The improvement district would charge business owners a fee to pay for lights and landscaping to beautify the area and increase tourism. The DBA hopes to raise about $500,000 from that fee.
