More than forty percent of California is no longer in a drought according to the latest U.S. Drought Monitor. The bad news is that Kern County remains one of the last places still listed in extreme drought with the southwest portion in the highest level of exceptional drought. The extreme conditions cover the southern San Joaquin Valley.
