Mental Health is out and Behavioral Health is in as a Kern County department changes its name. The rebranding to Kern County Behavioral Health and Recovery Services takes effect Wednesday and is intended to better reflect the issues and offerings of the agency. Director Bill Walker says they deal so much with substance abuse that it had to be included in the name.
