State Assembly Democratic leaders have introduced a bill to make college more affordable. The Degrees Not Debt package includes having free tuition for one year of community college, Bakersfield Assemblyman Rudy Salas says they’re also looking at other ways to provide no-cost higher education. Cal Grants do not have to be paid back, the list of bills would cost about $1.2 Billion and an education subcommittee is expected to debate the package Tuesday.
