The Assembly Higher Education Committee has approved a bill that would put a moratorium on tuition and fee hikes.The hold would be at California’s community colleges and state universities. Assembly Bill 393 advanced with bi-partisan support Tuesday, with supporters saying a college education is becoming unaffordable. It heads to the Fiscal Committee next.
