A judge has ruled the High Speed Rail Authority is within their rights to spend bond measure money on electrifying a Bay Area commuter train. Opponents of the bullet train sued, saying the Cal Train project went beyond the scope of what statewide voters approved a decade ago. Monday’s Sacramento Superior Court ruling is expected to be appealed.
