Highway 223 has been shut down for what seemed to be a small water flow next to the pavement.The flow is at the Edison Road intersection, west of Arvin. Caltrans says a broken water main Monday morning forced construction crews to make sure the pavement had not been undermined even though it looked fine from the surface. Farmers in the area all had to turn off their water to stop the flow since it was uncertain which water main had broken.
