A new Kern County Public Defender has been selected to replace Konrad Moore.Moore is retiring after 17 years. Supervisors appointed Deputy Defender Pam Singh Tuesday to lead the office that defends those who cannot afford their own attorney. She has been with the office 14 years and has handled the most serious criminal cases.
