A Bakersfield attorney known for his advocacy of the marijuana industry has been charged for defrauding insurance companies.The charges are related to a drug-testing scheme. 63-year-old Phillip Ganong, his wife Pamela and son William face accusations in Orange County that they hired doctors to write fraudulent test orders to bill insurance. He denies the charges.
